Competition during Planning: application to the suburban train. In this research, first a theoretic model has been developed regarding Competition during Planning, with regard to structural infrastructures (particularly to the suburban train). Secondly, the model has been applied to the case of the municipality of Moraleja de Enmedio (Madrid). The preliminary results of the investigation indicate that, in at least some town councils, the proposal is valid to, simultaneously: 1) prepare an urban plan and arrangement of a territory that could be rational, coherent and maximize the recuperation of land appreciation for the community; 2) the flexibility of the territory, the liberalisation of land and the increase of private initiative participation.
