This paper tries to be not only an approach to urban environment conception, but also a refletion on its own content like element and factor of urban development. Its research centres on the city of Puertollano, where the demographic concentration and the appearance of highly polluant industries (chemistry, refining petroleum, thermoelectric) are the main reasons of a vaste set of problems. In order to the face them, the only viable solution is an integrated planning based on the environmental improvements.
