This paper analyses the Olympic Games of Barcelona in 1992 as the result of the strategies to attract public and private capitals to invest in the process of reestructuring from an industrial city to a management and consumption space. It also analyses the Strategic Plan of Barcelona, which tries to consolida te such transformations and which shows the present deregulation of the urban planning management of the city.
