Wind energy in Andalusia: impact on natural spaces, landscape and territory. Towards distributed generation?

In this work, the wind turbines installed in Andalusia in 2019 are digitised using Geographic Information Systems (GIS), making them available to the scientific community and the general public. Next, a documentary and cartographic review of the natural resource management plans of the region’s protected areas (RENPA and Red Natura 2000) is carried out, analysing spatially the limitations established for the implementation of wind farms in order to assess whether wind infrastructures comply with the environmental restrictions determined in these instruments. The degree to which wind infrastructures affect the different landscape categories in Andalusia and the municipalities is also analysed. The results show that wind farms comply with the planning requirements of the RENPA and Red Natura 2000 areas in Andalusia, although there are 314 wind turbines located in areas of maximum environmental sensitivity according to the zoning established by the MITECO. These infrastructures are not evenly distributed throughout the region, being especially concentrated in the landscape categories of mountains and countryside and in municipalities with less than 5,000 inhabitants, which are the least energy consuming. This shows the duality of the current energy model, which on the one hand is committed to distributed generation, and on the other reproduces the infrastructural concentration of the previous model, placing some territories at the service of others, which generates a marginalisation of the local level through distributive, procedural and retributive injustice.
