Public food procurement and its role in the agro-ecological regeneration of the peri-urban landscape of Madrid

Preservation and transformation seem antonyms but they converge in the territory when considering the relocation of food systems. Through a detailed appraisal of traditional agrarian heritage, we explore opportunities to link the revaluation of this heritage to the recovery of nearby procurement of local food chains. Currently, different international proposals that work around the relocation of the food system can help to achieve this objective. One of the most recent ones, the Milan Urban Food Policy Pact, has been signed by more than 210 cities around the world. Madrid has done it in 2015 and in 2018 approved its Healthy and Sustainable Food Strategy. It establishes five strands of action that define initiatives to be developed through the different steps of the food supply chain. Governance is an additional axis, which aims to build a favourable environment for developing effective action.
Our analysis concludes that the public procurement of Madrid city council would have a marginal impact on the regional agricultural sector, but it could be significant if directed towards the agro-ecological sector. However, nowadays local organic production is not able to supply public canteens, for instance for fruits and dried legumes. It is essential to progress simultaneously on agro-ecological supply policies, public procurement and land use planning, through an active protection and management of agricultural landscapes in inter-municipal and multi-agent cooperation frameworks.
